you cant start your own forums on xbox.com. the developers of certain games have to ask the moderators to make the forums. I've never really bothered to see if you can ask the mods to make forums of less popular games. if you're looking to make a thread, go into any forum and on the top left corner there will be a post thread button and click it (if that's what you mean). hope this helps you.
