Whats wrong with my Xbox 360 Live?

Ok, here's the problem. I have an xbox 360 live account, but I can't download anything above teen rating. It is an adult account, all the family settings are off or set to "allowed" and I checked to see about "graduating" my account, but since its already an adult account I can't do that. I've contacted Microsoft about this problem twice, and both times I said a number of times in the email that I have an ADULT account, therefore I can not graduate my account. Yet the sent a reply back saying "To download M rated content, you must graduate your account to an adult account." or something else that was of no use to me. I tried the xbox forums too, but no one seems to have an answer for this. Does anyone know what I can do to fix this?Whats wrong with my Xbox 360 Live?
